Permits for collections/events on public roads

Applies to any person or organisation wanting to conduct an event on a public road where:

  • the event is a foot race, bicycle race, or similar and does not involve racing motor vehicles; and
  • the event consists of more than 30 persons.

Permits also apply to any person or organisation wanting to collect donations of money from the public, usually in relation to some charitable cause:

  • while vehicles are stopped at traffic signal; and
  • the collections will be made while collectors are standing on a road; or
  • will be collected from members of the public travelling on the road by the collectors moving on to the road.

Highway collections and events are regulated by law to ensure that they are coordinated and all relevant parties are aware of the plan to have pedestrians or bicycles on roads for special purposes unrelated to day-to-day activities. Click on the link below to view the regulations:

The person or organisation conducting the event or collection must apply to the Chief Commissioner for a permit to conduct the event or collection.  A copy of the permit application and associated conditions may be obtained by clicking on the following links:
