About private security trainers
A private security trainer is defined as:
- A person engaged by a registered education and training organisation to provide or assess private security training.
- A registered education and training organisation that provides or assesses private security training.
To provide security training in Victoria, you must hold a private security endorsed for the activity of ‘trainer’.
RTOs wishing to deliver training for security licensing purposes must hold a private security business licence for the activity of ‘trainer’.
Individuals engaged by a licenced RTO for training must hold an individual operator licence for the activity of ‘trainer’.
How to become a licensed training organisation
Any RTO or new organisation who would like to be licensed to deliver security training, must complete the following:
- Apply to Victorian Regulation and Qualifications Authority (VRQA) or Australian Skills Quality Authority (ASQA) to become a registered training organisation or to add the relevant security qualifications to the scope of your training registration, and
- Apply to the Licensing and Regulation Division for a private security business licence for the activity of trainer.

To apply for a private security business licence, you need to complete an application on the eServices Portal. If you already hold a private security business licence, you can lodge an application to vary to add the activity of ‘trainer’.

How to become a licensed trainer
To become a licensed individual private security trainer, you need to undertake the following:
If you don't have a current private security individual operator licence
If you don't have a current private security individual operator licence, book a fingerprint appointment.
- Once your fingerprints have been taken, complete an application online using the eServices Portal and select the activity of trainer.
- Attach certified copies of all the requested identification documentation, character references and a current Certificate IV in Training and Assessment.
- Submit the application to the Licensing and Regulation Division for processing.
Note: you will no longer be issued with a National Police Certificate or required to provide a copy of a National Police Check with your application.
If you do have a current private security individual operator licence
If a current holder of a private security individual operator licence, you will need to complete an application to vary a licence to include the activity of trainer.
Attach a certified copy of a Certificate IV in Training and Assessment and submit the application to the Licensing and Regulation Division by post.

Complaints about training
All complaints about the quality of training being delivered by licensed training organisations should be reported in the first instance to the training organisation concerned.
All licensed training organisations must have a documented complaints process which is provided to the student at enrolment and can be sourced directly from the training organisation concerned.
If you have serious concerns about the conduct of a security training organisation and you consider an investigation is needed, you may lodge a complaint in writing to: lrdrtoreturnsoic@police.vic.gov.au
